Labor migrants will be able to receive financial support from the state in the amount of up to 500 thousand lei according to the PARE 1 + 2 rules for the development of an already opened business in Moldova.

This is envisaged by the draft Program for attracting money transfers to the economy PARE 1+2 developed by the Ministry of Economy. The program was developed following an assessment of the existing PARE 1 + 1 investment support mechanism for migrant workers, which has become an effective tool for developing entrepreneurship and allows attracting investments, supporting the return of migrants to their homeland, and creating new jobs. The authors of the project believe that the projects already implemented under the PARE 1 + 1 program require further support, as they are not able to introduce innovative technological solutions, introduce new production processes and enter new markets, and their growth potential may remain untapped. In this regard, in addition to the existing PARE 1 + 1 rule, when for every lei invested a labor migrant or his/her relatives receive 1 lei from the state in the form of a grant, it is proposed to launch the PARE 1 + 2 rule: for every leu invested in expanding entrepreneurial activities, the investor will receive 2 lei in the form of a grant from the state. If for the PARE 1+1 component the maximum grant amount is 250 thousand lei, then within the framework of PARE 1+2 the beneficiary can receive up to 500 thousand lei. The program is planned to be implemented until 2024, with the possibility of further expansion. It will attract new investment in business development by labor migrants and their first-line relatives, providing them with support through the ODA, as well as simplify reintegration and increase the economic opportunities of citizens who return to their homeland. The implementation of the PARE 1+2 program will require about 30 million lei annually, respectively, the 3-year budget of the program will be 90 million lei.
